Tracked& Trapped: Experiences from Ice Digital Prisons

Over the last year, the Biden administration has rapidly expanded the so-called “alternatives to detention” (ATD) program, also known as ISAP, of Immigration and Customs Enforcement (ICE). ISAP is an extension of incarceration, enabling the constant monitoring and e-carceration of immigrant communities. As of April 2022, more than 227,000 immigrants have been forced into the program, which is more than double than the number of people enrolled when Biden took office. This report highlights the excruciating toll that ICE electronic monitoring and constant surveillance takes on immigrant communities, underscoring the stories of folks forced to enroll in the program.
